VARIATION TO CERTIFICATE OF REGISTRATION

Active Ark has recently received a revised Certificate of Registration from the
Care Commission to provide a dispersed care home service for young people aged 13 to
18 years. The new conditions of registration comprise of the following:

•28 day intensive support programmes

Based at unspecified short term accommodation in Scotland and using and experiential learning as a basis for change, these programmes are designed in response to each young person's individual needs and based on appropriate risk assessments.
Programmes may include a range of outdoor activities as approved by the Adventure Activities Licensing Authority (AALA) such as canoeing, rock climbing, abseiling, hill walking, off-road cycling and caving etc. These programmes comprise of a maximum of 28 days and are dependent on a ‘moving-on’ plan at the completion of the placement.

•7 to 21 day residential outreach programmes

Based at unspecific short term accommodation, principally in Scotland for young people who would benefit from the use of outdoor activities as a catalyst for their personal development.
These opportunities are individually designed in response to individual needs and appropriate risk assessments. They include many of the activities included in the intensive support programmes with the addition of kayaking, rafting, gorge scrambling and mountaineering.

•Extended programmes

If an authority requests an extension beyond 28 days, a place may be available at one of Active Ark’s registered homes. Individual care plans and personal plans for each young person are built around an activity programme that places an emphasis on a structured daily life, social responsibility and the constructive use of leisure time. All programmes will include guidance in areas such as physical health, personal hygiene, and diet and foodpreparation. Young people will be encouraged to take part in the Award Scheme Development & Accreditation Network (ASDAN) education programme.

•Continued placement towards independence

Should a need be identified for a continued placement, long term support towards independence can be considered at one of our registered homes. These placements would provide young people with the care and support to develop the skills necessary for independence; as well as providing encouragement to enable them pursue appropriate training and employment opportunities.

NEW REGISTERED HOMES FOR YOUNG PEOPLE

Active Ark has added 2 additional homes to our registered properties In South West Scotland. They are based in Gretna (1 place) and Annan (2 places)
These complement our existing registered homes at Kirkpatrick Fleming (1 place) and at Kelhead (2 places) All the properties can be used for either extended or continued placements depending on availability.



CARE COMMISSION INSPECTION

The Care Commission carried out an announced inspection of Active Ark’s services on the 4th October 2004. The subsequent report identified that:

‘Managers and staff were clearly committed to providing educationally rich opportunities for young people during their stays at Active Ark. The organisation had a licence with the Adventure Activities Licensing Authority (AALA) and also offered Award Scheme Development & Accreditation Network (ASDAN) units. These provided for the recognition of achievements by young people in a wide variety of areas determined by both their own interests and those which the staff had to share.’

The report also recognised the benefits of small residential units for young people in care, stating that at the time of the inspection:

‘Each service user was receiving separate care and support in a different house with their own team of staff. This provided for a higher level of personal privacy than can usually be offered in a residential care home and young people clearly valued this.’
